History and Overview

The Defense Trade Co-operation Treaty (DTCT) permits the export of certain defence items and services between the United States and the United Kingdom, and the United States and Australia without the requirement of export licenses or other International Traffic in Arms Regulations (ITAR) approvals. By simplifying the export process and removing requirements or other ITAR authorizations, this treaty enhances defence trade between the allied countries.

Above all, the DTCT improves interoperability and allows the U.S., UK and Australia to better equip their armed forces with the best technology available in the quickest and most efficient manner. Through the DTCT, Approved Communities of government and private sector groups can receive and transmit technical data, software, equipment items and services that are export controlled by the U.S. Munitions List (USML) under ITAR. Transfer of goods between the Approved Communities can occur without individual government permission, but is subject to recordkeeping requirements.
